Pulaski — The Pulaski City Council on the meeting adopted a preliminary engineering agreement with CSX Transportation to secure approvals to construct a West College Street sidewalk under a railroad overpass, while stopping short of deciding a final pedestrian crossing location.
Staff explained the agreement covers the engineering requirements to obtain CSX approval for work under the rail overpass and cited an added engineering allowance of about $13,900 for that section. Council members expressed reservations about the proposed crossing location and suggested a crossing near the CSC building at a signalized intersection might be preferable.
Council and staff repeatedly clarified that the resolution before the council authorized only the engineering step with CSX and was not the final say on alignment or crossing placement. A motion to adopt the agreement passed on a roll-call vote.
Staff comment: "This is not the final say on the project. Just for this one section engineering to get the approval for there," staff said when describing the scope of the agreement.
Next steps: Engineering work will proceed to obtain CSX approvals; final design decisions, including exact crossing location, will be determined in subsequent design phases and may return to council for further action.
