Pulaski — The Pulaski City Council reviewed two sealed bids for a police truck and voted to delegate authority to the city administrator and the police chief to award the contract after staff evaluation.
Staff reported two sealed bids: Murray Chevrolet submitted $55,004.90 for a 2026 GMC Sierra 2500 crew cab 4x4; Helms Motor Company submitted $44,004.33 for a 2026 Ram 2500 crew cab 4x4. Staff and council discussed whether to award strictly on low bid or to consider the department’s fit, delivery and compliance with bid specifications. One council member noted an email bid had been received outside the sealed process and said that undercuts the purpose of sealed bidding; staff cited guidance from MTAS recommending broad specifications to encourage competitive bids and proposed referring the award to the administrator and police chief.
A motion to give the city administrator and police chief authority to review the two bids and award the contract passed on a roll-call vote. Council instructed staff to report back if further council action is required.
Staff recited the two bid amounts on the record: "Murray Chevrolet... their bid is $55,004.90," and "Helms... their bid is $44,004.33." The council’s delegation leaves the final award to staff review to determine which vehicle best meets departmental needs and bid compliance.
