The Kokomo City board voted to allow city crews to enter four private properties to remove items listed as violations and approved emergency-demolition proceedings and advertising for bids for a structure the city says is unsafe.
City staff told the board the structure at 306 (identified in posted notices and a certified mailing) was found to be a fire hazard and ‘‘dangerous,’’ citing I.C. 36-7-9-9 as the legal basis for emergency action. Staff requested authority both to demolish the structure and to advertise for bids, with returned bids due by 01/07/2026.
The addresses the board authorized crews to enter for abatement are 3613 Candy Lane, 907 South Plate Street, 615 North Morrison Street and 1913 Elm Drive. A staff member moved that city crews be allowed to enter the properties listed in the staff memorandum and remove the identified items; the motion passed by voice vote.
The owner of the Calumet property, in an email read to the board, identified herself as Rachel Mahan and said she bought the house through a tax sale, is seeking a loan through Express Financing Solutions and plans to hire contractor Eric Miller to demolish the house if financing is approved. Mahan said she had received high demolition estimates, had attached a contractor estimate, and hoped to complete demolition within a month if the loan is approved. The board member who moved to approve the emergency order said that if financing is approved by Jan. 7, the demolition action could be withdrawn; if not, the city would proceed.
Board members indicated the staff posting and certified mailing procedures were followed and approved the requested action. The next procedural step is advertising the demolition for bids with the bid-return date set for Jan. 7, 2026.
