The Cuyahoga County Public Works Procurement and Contracting Committee on March 28 approved Resolution 20250336 to award a contract not to exceed $5,364,470 to Trumbull Construction doing business as RBT Roofing for replacement of the roof system at the County Medical Examiner building.
Matt Reimer of the Department of Public Works told the committee the project is part of the county's capital improvement plan. After an initial solicitation produced no bids in 2025, the department redesigned the project and rebid in October. The rebid yielded six notices with five final bids; Reimer said the recommended bidder was the lowest fully compliant bid and the award is below the engineer's estimate of $6,200,000. Reimer described the work as replacement of about 27,000 square feet of roof systems, removal of roofing down to the concrete deck, replacement of mechanical rooftop units including the cooling tower and condensing units, and installation of a temporary air-handler to maintain building operations. He said the construction duration is expected to be about five months and noted seasonal considerations for cooling systems.
Committee members asked about prior roof work and whether the county owns the building; Reimer said the county owns the building and that a major tenant is University Hospitals. He said Trumbull Construction has not bid on county projects before but has performed comparable work elsewhere; the firm is headquartered in Texarkana, Texas. Reimer also discussed bid diversity goals: the bid included DEI review and offered a good-faith-effort waiver; the department will review subcontracting during preconstruction to assess eventual local participation.
The committee asked for second-reading suspension and approved the resolution by voice vote.
