The Goodyear Planning and Zoning Commission held its Dec. 3 meeting at City Hall and took the following actions:

- Excused the absence of Commissioner Booth by voice vote.

- Approved the consent agenda including minutes and the 2026 Planning & Zoning calendar.

- Celebration Plaza PAD (Agenda Item 3): After staff and applicant presentations and public comment, the commission voted to recommend approval of staff Option 1 (which reduces medical‑office parking for the PAD and retains a limit of one stand‑alone drive‑thru). The recommendation will be forwarded to City Council for its Jan. 26 meeting.

- Rio 1900 (Agenda Items 4 & 5): The commission recommended approval of a minor general plan amendment (31 acres from open space to neighborhoods) and separately recommended approval of the Rio 1900 PAD rezone. Both recommendations will be forwarded to City Council for its Dec. 15 meeting. Staff and the applicant tied the project to a 1,900 acre‑foot annual water allocation and discussed long‑term phasing, transportation design that is currently in the CIP design phase, and donated park and school sites.

- Zoning ordinance text amendment (Agenda Item 6): The commission recommended forwarding zoning text changes to implement state middle‑housing and ADU legislation and to allow objective design guidelines; these amendments will go to City Council on Dec. 15.

- Other business: Staff reported the City Council approved a use permit for a Walmart gas station considered last month. The commission recognized Vice Chair Maria Sambito for her service; she is leaving to move out of state.

All recommendations will be considered by City Council on the dates noted above; council action is final.
