The Laguna Beach Planning Commission adjourned its Dec. 3, 2025 meeting shortly after it began because it lacked the quorum required under the Brown Act, the city attorney said.
Acting Chair Sadler called the meeting to order and conducted a roll call; Commissioners Sadler, Dubin and Commissioner Steve Goldman (participating remotely) were present while Commissioners Whiting and Chair Kellenberg were absent. The city attorney told the commission that, under the Brown Act, a quorum must participate within the city and that the commission did not meet that requirement: "We do not have a quorum, therefore, this meeting cannot continue," the city attorney said.
The city attorney said a notice of adjournment was posted on the chamber door and would be placed on the city's website, and announced the meeting was rescheduled for Friday, Dec. 5 at 9:30 a.m. in the council chambers. The attorney said the remote location listed on the agenda would not be made available because Commissioner Goldman "will no longer be there." Acting Chair Sadler asked if a motion to adjourn was needed; the city attorney said no motion was necessary because no formal action could be taken without a quorum and then declared, "We are adjourned."
No hearings, presentations, public comments, votes, or other substantive agenda items were conducted at the Dec. 3 session. The commission is expected to reconvene at the rescheduled meeting on Dec. 5 in the council chambers.
