The Delaware County Regional Wastewater District board met Dec. 3, 2025, and approved a series of routine and capital items, including an upgrade to the Delville Lift Station and the introduction of a 2026 salary ordinance.
The board accepted claims dated Oct. 31–Nov. 26, 2025, “totaling $564,909.64,” and heard a financial snapshot showing a cash operating balance of about $420,000 and an improvement fund balance of $2,448,137.13. Joe presented the report and the board approved the financial report by roll-call vote.
Jason briefed the board on a $36,940.22 contract decrease for the Rorton Sewer Improvement Project, explaining the reduction reflects excess funds originally allocated for utility movement that were not required. The board approved the closeout adjustment and retained the reduced amount in the improvements fund pending further direction.
On equipment needs, members considered two quotes for a mag‑meter replacement originally installed in 2003. Jason recommended awarding the work to Integrity Control based on prior work on a DeSoto project; the board moved and approved the Integrity Control bid.
The board reviewed quotes to upgrade the Delville Lift Station, including concrete and hatch replacement and pumps and control‑panel work. Jason said two vendors were considered and that a combined quote “was $62,083 combined for those two.” The board approved using remaining bond funds from the Roritan construction project to pay for the Delville work.
Members also introduced the 2026 salary ordinance, which staff said reflected the approved 2026 budget and would provide a compensation framework for January. After brief discussion about timing, a motion to suspend the rules so salary adjustments could take effect was presented and approved by roll call. A companion opt‑out health insurance policy was approved as part of the salary ordinance package: employees who forgo district health coverage would receive a $150 monthly supplement.
The board approved the 2026 holiday schedule, and staff noted the hardship/shutoff ordinance (procedures for health‑related exceptions and cases with no water connection) had been introduced and was ready for adoption following the introduction. The hardship language adds a clause allowing board consideration of extreme health situations where a disconnect cap is present and allows inspection to confirm no running water.
Routine accounts payable were handled: the board approved three Commonwealth invoices related to the Rorton improvements. Operational reports noted meter installations at connection locations expected to finish by the end of the week, a builder inquiry for 17 additional taps in Backcountry Village section T, and an increase in collections for the month. Communications staff reported on a Thanksgiving video and on Mailchimp domain authentication workarounds.
The board adjourned and scheduled its next meeting for Jan. 7, 2026.
