The Madera City Council conducted a public hearing and voted to annex the Colette Martin Subdivision into Landscape Maintenance District (Zone of Benefit 51) for fiscal year 2026–27, following a staff presentation by Assistant Engineer Raquel Rios.

Rios explained that annexation into a landscape maintenance district is required for new development under the applicable landscape and lighting act (staff cited section 22554 as the statutory basis as noted in the staff report) and that a public notice had been published in the Madera Tribune (staff noted the 10/18/2025 edition). She said assessments would be levied so each property pays its fair share of landscape maintenance and that the assessments would be included in the next annual engineer’s report once parcels are granted occupancy. Staff recommended receiving public comments, adopting a resolution to confirm the diagram and assessments, levying the assessment as set forth in the staff report, accepting the covenant for the LMD Zone 51, and authorizing the city clerk to file the diagram and assessments with the Madera County Auditor.

The mayor opened the hearing and solicited public comment; none was offered in person or online. The council then moved, seconded and approved the resolution unanimously. The resolution authorizes the assessments and filing with the county auditor per the engineer’s report; staff will include the new parcels in the annual assessment roll once they reach occupancy and will administer the covenants as required by the district rules.

The annexation imposes future landscape maintenance assessments on the new subdivision’s parcels as specified in the staff report and the engineer’s forthcoming annual report.
