Melissa Sharbarth, co‑founder of Safe Streets Encinitas, addressed the Youth Commission during oral communications to urge support for red light cameras and a local "know your speed limit" awareness initiative.
Sharbarth said the group’s advocacy follows a local child’s death and that red light cameras can change driver behavior. "Encinitas had red light cameras in the past, and with California Senate Bill 720, bringing them back is a no brainer," she said. "The law makes enforcement simple and fair, eliminates facial photography, uses revenue for street safety improvements, and reduces first time fines."
Sharbarth said the bill changes the program from a criminal to a civil penalty, caps initial fines at $100, removes the requirement to photograph drivers’ faces, and directs revenue toward safer‑streets initiatives. She suggested youth involvement in outreach and recommended a "know your speed limit" component for youth commissioners.
The comment was delivered during the commission’s public comment period; no formal action was taken by the Youth Commission on the request at this meeting.
