The Encinitas Youth Commission unanimously approved the minutes of its November 2025 regular meeting after a motion from Vice Chair Hubbell and a second from Commissioner Charles.
Vice Chair Hubbell moved to approve the minutes; Commissioner Charles seconded. The roll call vote recorded 'Aye' from Chair Kelly, Vice Chair Hubbell, Commissioners Charles, Christiansen, Kinzelberg, Kumagai, Merrick, Yarbrough and Yui; the motion carried and the minutes were approved.
During action‑item discussion on the FY 2025–26 youth commission work plan, staff reviewed several upcoming events: the rescheduled Moonlight Parcel habitat restoration volunteer day (Dec. 13, 9 a.m.–12 p.m.), the Pacific View Art Center open house on Thursday, Dec. 18, 5–7 p.m., a Heritage Tree Lighting at Moonlight Beach (4–6 p.m.), and the holiday parade (assembly at corner of D and 2nd; parade starts at 4 p.m.). Recreation staff also noted a freelance writing class for ages 16+ scheduled Saturday, Dec. 13, 1–4 p.m. Commissioners were encouraged to attend and to coordinate ad hoc/subcommittee schedules after the meeting.
Manager Hamer and staff clarified that ad hoc groups (also called subcommittees) are commissioner-led planning groups and that, while ad hocs do planner work, staff will follow up on formal appointment rules with the city clerk if necessary.
