The Public Utilities Commission took several procedural and substantive actions at its Dec. 3 meeting:
- Temporary railroad detector rule approved: The commission adopted a temporary rule to implement wayside detector reporting for railroads so reporting requirements are in place before Jan. 1, 2026. Staff said a prior temporary rule expired July 21, 2025. (SEG 016–055)
- Denied Book and Ride waiver: The commission denied a petition for a waiver of rule 6305 for a 2020 Nissan Altima submitted by Book and Ride; staff recommended denial because the petitioner provided insufficient documentation of hardship and minimal evidence the vehicle meets luxury-limousine standards. - Denied rehearing on street-lighting tariff: Commission counsel summarized applications by Public Service Company and the Colorado Department of Transportation seeking rehearing of a recommended decision about which party pays for certain streetlights; counsel recommended denying both rehearing petitions and the commission affirmed that recommendation. - Commissioner Information Meeting scheduled: The commission set a Commissioner Information Meeting for Dec. 16, 2025, from 1–4 p.m., to hear staff's large-load outreach report (staff will file the report Dec. 8). (SEG 308–366)
- Comanche Unit 2 extension: As summarized in a separate article, the commission granted a conditional variance to extend Pueblo Unit 2's retirement to Dec. 31, 2026, with reporting requirements and an operational cap for 2026; commissioners discussed prudence and cost-recovery issues.
