At a public hearing on Dec. 3, the Baldwin Park City Council voted 4–0 to extend an interim moratorium on the establishment, creation or expansion of nonretail commercial cannabis businesses in the city. The extension, identified as Ordinance 1523 on the agenda, follows an initial interim urgency ordinance adopted Nov. 5 that created a 45‑day moratorium while staff drafted regulatory language.
City Attorney explained that the extension is intended to give staff sufficient time to finish ordinance language; the extension may be continued for up to one year or end sooner when new regulations are adopted. "That was really to, because staff needed time in order to develop some new regulations… this hearing is really just to extend the urgency ordinance," the city attorney said.
During public comment Pastor Paul Flores said he supports the moratorium and described the moratorium as a pause to allow for more careful development of rules. "I speak in favor of the moratorium," Flores said.
Councilmember Manuel Lozano moved to adopt item 8; Councilmember Emmanuel de Estrada seconded. Roll call: Ayala, Estrada, Lozano and Mayor Avila voted 'Yes.' The motion carried 4–0. The council record shows the moratorium is extended pending staff completion of proposed regulations and will end once the council adopts the new rules or at the one‑year maximum if no regulations are adopted sooner.
