Westminster planning staff on Wednesday gave the Planning Commission an overview of a long list of development proposals and project updates, including housing, commercial relocations and corridor infill, and fielded commissioners’ questions about enforcement and construction timing.
Ken Fickelman, principal planner for the city, opened the staff report by saying the presentation was informational only and that the projects are at varying stages of review. He identified a recently deemed‑complete project at the former Big Lot site for 68 townhome units that will come forward as a tentative tract map and development review under the city’s density bonus provisions. He also said an early submittal for a very large mixed‑use development totals 2,250 units and would include 228 affordable units; that project is at an early stage and could reach the commission next summer.
Fickelman described other proposals across the city: a new Iona electric vehicle recharging facility (with an amenity building for customers), a tentative tract map of detached small‑lot single‑family homes with 28 units to include attached accessory dwelling units and five affordable units, a three‑story mixed‑use building near the community garden, and a 17‑unit, four‑story for‑sale townhome project in the Little Saigon area. He also noted a partially city‑funded, 100% affordable project at 14125 Golden West that had fire‑access concerns resolved with Orange County Fire and is expected to resubmit soon.
Commissioners asked for updates on several active sites. On the Westminster Mall, staff said demolition permits are in the building plan‑check process but no firm start date has been set; demolition would follow permit approval and equipment mobilization. Staff also reported that code enforcement has contacted a trucking operation using the mall as a staging area and typically allows time for voluntary remediation before escalating enforcement; staff will seek an update for the next meeting.
Other items noted in the briefing included relocation of Airstream/Infiniti dealership operations back to Westminster, a Tesla sales and delivery conversion permit for a former RV‑bay building, progress on a battery storage project now fenced for construction, and that Bolsa Row has power and is awaiting final inspections before tenant improvements proceed. Fickelman said an appealed Articraft warehouse project was continued to allow environmental review and that the commission’s recommended zoning text amendments will go to the City Council for first reading next week.
The commission did not take any formal votes. Commissioners asked staff to follow up with additional details where available — including the mall demolition schedule, the status of DISH conditional‑use installations on Edison towers, and updates from code enforcement — and staff said it would provide updates at the next meeting. The commission adjourned; the next regular meeting is scheduled for Dec. 17, 2025, at 6 p.m.
