Campbell said his facility passed a fire department inspection on Nov. 18, 2025, but later received a violation letter and, on Dec. 1, a red tag without a subsequent building inspection. He said the facility served more than 300 kids and that enforcement actions left those youth without training and programs. Campbell asked the city to clarify how the city defines a 'school' versus a program (examples cited: YMCA, Boys & Girls Club) and to provide a single, consistent interpretation across divisions.
Mayor Casillas and council members acknowledged the technical nature of the question and asked Campbell to connect with staff (Miss Schmitz) immediately after the meeting for follow‑up. Council directed staff to engage to resolve the matter while noting that it is a technical enforcement issue that staff should address.
