The Delaware County Board of Commissioners approved a slate of routine resolutions at its first 2025 meeting, including financial approvals, a liquor-license transfer, creation of a new fund for family services and scheduling of multiple roadway projects.

Clerk read Resolution 25-1011 to approve purchase orders and payments of warrants in batch "CentimetersAPR1126," and Resolution 25-1012 to approve travel expense requests; both measures were moved, seconded and approved with Commissioners Lewis, Merrill and Benton voting Aye.

Resolution 25-1013 authorized a transfer of a liquor license for Avid Nails Spa and Lounge to Lucas Amy LLC and directed the county to forward the transfer to the Ohio Division of Liquor Control with no objections and no hearing requested; commissioners approved the measure.

On Resolution 25-1014, Erica Stetler summarized statutory requirements under R.C. 5709.83 and asked the board to authorize notices to the Olentangy Local School District and the Delaware Area Career Center because the Evans Farm TIF is expected to generate sufficient revenue next year; the resolution authorizing the notices passed.

Resolution 25-1015 established a new fund and organizational key to separate administrative operating funds from service funding for the Family and Children First Council. Bob Anderson of Job and Family Services said the change will segregate administrative and service grant funds; the board approved the new fund.

The board also set bid dates for three single-lane roundabout projects: Resolution 25-1018 set Jan. 13, 2026 at 10 a.m. as the bid date for the Peach Blow Road and Piat Road roundabout in Berlin Township with a planned 40-day closure during the summer school break; Resolution 25-1019 set Jan. 20, 2026 at 10 a.m. as the bid date for a roundabout at Big Walnut Road and Tussock Street Road in Genoa Township with an expected 60-day closure; and Resolution 25-1020 set Jan. 13, 2026 at 10 a.m. as the bid date for a roundabout at Hyatts Road and South Section Line Road in Concord Township with a planned 30-day closure. Commissioners voted to set the bid dates.

Lee Bodnar presented Resolution 25-1017 recommending approval of 10 standard utility right-of-way permits; the board approved the permits. The meeting closed its public portion by approving a motion to recess into executive session under Resolution 25-1021 to discuss employment and compensation of a public employee and pending or imminent litigation.

Administrators provided routine updates and noted a new economic development administrator, Chad Smith, joining the team. There were no public comments recorded during the meeting.
