Osceola County — County public health staff told the Board of Supervisors that the Board of Health voted to withdraw endorsement of a previously drafted nuisance order and instead recommended using statutes already available for abatement of public health and safety hazards.

Public health staff said the revised approach removes a prior limitation that tied abatement to city limits and instead allows county authorities to pursue abatement where state nuisance definitions for health and safety apply. The staff recommendation outlined a process: public health investigates complaints, attempts voluntary mitigation with property owners, refers unresolved matters to the Board of Health for review and a recommendation, and then the Board of Supervisors may take further action.

Supervisors asked that the process be documented in the minutes and that standard operating procedures be prepared and signed by both the Board of Health and Board of Supervisors. Staff said they will draft and keep a signed copy in the office for reference. The board emphasized the approach will be limited to health and safety concerns and not aesthetic "eyesore" complaints unless they meet statutory health or safety definitions.
