The Howard County Council on Nov. 25 approved Resolution No. 2025 HCCR‑23 to make multiple intra‑fund transfers intended to prevent year‑end negative balances and to align grant and payroll lines.

County staff presented a long list of transfers in the resolution, including moves such as FICA to insurance and PERF to insurance in county general, a $13,526 transfer from cumulative capital development building repairs to police equipment for the sheriff’s office, and several probation and community‑corrections line‑item adjustments.

Sheriff Jerry described equipment and staffing needs, saying: "So basically we're gonna swap out all our portable radios, which is a little expensive." The sheriff also asked to move $13,526 into a police equipment line and $8,000 from a corporal line to part‑time dispatcher pay to cover staffing shortages.

Stephanie Cole of Community Corrections explained several grant line corrections and told the council that, after consulting with the Department of Corrections, "we can't use grant funding to cover food for the advisory board," so she will return with corrected transfers. Councilman Alexander moved to approve the transfers as presented but excepted the four community‑corrections accounts discussed; he later amended his motion to deny those four accounts. Councilwoman Lake seconded the amended motion and the resolution carried on a voice vote.

The resolution consolidates many small transfers intended to keep accounts solvent through the end of the year; the community‑corrections items will be revisited at a future meeting.
