The council took a number of formal actions at the Nov. 18 meeting.
Consent agenda: The council approved routine consent items, including minutes, disbursements, payroll reports and the purchase of a wheel balancer for $5,933.
Postponement: The council voted to postpone the draft safety action plan presentation to Dec. 15 after staff reported hybrid‑meeting production issues.
Contracts and budget adjustments: The council voted to hire Robertson Bridal (initial phase) to study wastewater dilution credits (see separate article). It also approved Resolution CCR‑25‑29, a budget adjustment appropriating $11,000 to landscape architect Tom Hesselton (Hessiden spelling appears in the packet) to complete design work and the final grant application for the Castle Street Greenway/Daylighting project; one council member recorded a nay on that motion during roll call discussion.
Equipment purchase: The council approved Resolution CCR‑25‑30, appropriating $58,785.95 for purchase of a Bobcat L28 articulated loader with a snow‑blower attachment to clear downtown sidewalks. Council discussed amortizing the equipment cost over 10 years for budgeting and applying a downtown assessment for sidewalk clearing charges capped at $0.20 per square foot; staff said capital accounting and billing mechanics will be worked out administratively.
Other motions: The council adopted a job description for a new building inspector/plans examiner position and received multiple staff reports on enterprise funds and grant activity. Where votes were taken the actions were approved by voice vote; specific roll‑call tallies were not always recorded in the transcript.
