The council voted in favor of a first reading to extend a temporary moratorium on the acceptance and processing of rezoning or annexation applications for new residential developments.

Chris Pettit (speaker 3) explained that Council had adopted Ordinance 25‑16 earlier in the year as a temporary moratorium while the town updates its comprehensive plan, downtown master plan and parks and recreation plan; the extension would allow staff and council time to finalize those documents before accepting new residential applications. Pettit said the extension would run through March or could end earlier if canceled by the council.

Councilmembers asked about the timing and whether another extension would be possible; Pettit replied a new council action would be required to extend the moratorium again and that council could set the length (e.g., three or six months) when it chooses to act.

Councilmember (speaker 6) moved to approve the first reading and another councilmember seconded; the motion passed by voice vote. The mayor said the moratorium is intended to be intentional and responsible so the town does not unnecessarily delay property sales or home construction.
