The Mobile County Commission on Nov. 24 approved a range of routine agenda items, including appointments, appropriations and contracts, and set a follow-up review for one procurement item.
The commission reappointed Keith Wise to the Industrial Development Authority board with a term through May 28, 2031, and appointed Michael Eubanks to fill an unexpired term ending June 23, 2030. Commissioners approved appropriation contracts from District 1 funds for local organizations including $21,900 to the Alabama Contemporary Arts Center for a festival, $8,000 to Blue Sleigh for a "Letters to Santa" program, $5,000 to Bay Area Women Coalition for a parade and $6,500 to Murphy High School alumni boosters for tennis program expenses.
On environmental and infrastructure items the commission approved an amendment to a subrecipient agreement with the Dauphin Island Sea Lab/Mobile Bay National Estuary Program for a USGS stream gauge reinstatement ($50,000) and a joint funding agreement with the U.S. Geological Survey in the amount of $59,190 to support real-time monitoring stations at several local waterways; the transcript notes $50,000 will be reimbursed by a grant. A change order for an Escataba off-site waterline extension reduced that contract by $18,417.20.
Procurement and public works actions included authorization to advertise for qualifications for the Mobile County Park initiative, advertising and receiving bids for multiple road and drainage projects, and approvals of software renewals for county probate court systems. One bid (No. 124-25 for deceased body transport to Armstead Mortuary Transit Services LLC) prompted commissioner questions about vendor qualifications and inspections; the commission agreed to hold that single bid over for clarification.
The commission also authorized right-of-way and easement actions for Windsor Road and other drainage and bridge projects, accepted proposed plats for residential subdivisions, and adopted a preliminary engineering and right-of-way agreement with the Alabama Department of Transportation for intersection improvements at State Route 193 and Fowl River Road.
Following the commission meeting the Mobile County Indigent Care Board met and accepted a fund balance report showing $136,987.29 available as of Oct. 31, 2025, then adjourned. The commission set its next meeting for Dec. 8, 2025.
