Contracts and procurement: The council approved Resolution 26-37 to enter a professional-services contract with Terracon Consultants for concrete testing on the Wildwater Lazy River project for an amount not to exceed $40,000, with members stressing testing will protect warranty coverage. It also approved Resolution 26-38 to reject change order #2 and approve change order #3 to Bulls Construction Group for additional junction boxes and inlets, increasing the downtown streetscape contract by $9,000. For fleet procurement, the council awarded the bid for a 4-wheel-drive crew-cab truck for the police department to the lowest responsible bidder, Bill Smith, at $49,110.50; one council member, Paul Schaffer, recorded an abstention on that vote.
Ordinances and administrative updates: After motions to suspend the rules and roll-call votes, the council adopted Ordinance 26-09 to update Section 102 on contract authority and approval (to align municipal procedure with state statutory requirements), Ordinance 26-10 (details recorded in the agenda), and Ordinance 26-11 to govern posting, filing and administration of job positions, including a seven-day posting requirement, job descriptions for listings, and a requirement that budget authorization be obtained prior to hiring.
