The Libby City Council approved three items during the new-business portion of its meeting: a street closure for a community Christmas parade, and two foundation grants to support public-safety and traffic projects.
Kaylee Kohnauer, the parade organizer, requested closure of Mineral Avenue from Lincoln Boulevard to 2nd Street for Dec. 20, with staging starting at 4:45 p.m. and the parade beginning at 5:30 p.m. Kohnauer said cocoa stations and staging support would be in place and that insurance requirements had been met. A council member made a motion to approve the street closure; the council voted in favor and the motion carried. City staff were directed to work with Streets Supervisor Justin Williams to arrange barricades and other logistical needs.
Tabitha, representing the Loire Foundation, presented a $9,150 grant request that had been forwarded by the chief of police for a 3D imaging system used to measure crime and crash scenes. "It's used to enhance public safety within the city of Libby," Tabitha said. The council moved, seconded and approved the grant; the funding period was listed through 11/02/2026 pending completion of expenditures.
Tabitha returned to present a second foundation grant request of $27,401 to purchase three mobile flashing speed signs with solar panels and associated equipment, a project brought forward by Streets Supervisor Justin Williams. Councilors asked about itemized costs and locations; one public commenter requested a future itemized breakdown. A motion to approve the grant passed.
After those votes the council approved all claims received to date on a single motion. The meeting proceeded to other agenda items.
