Roger Ramsey, representing the applicant, asked the Planning Board to recommend rezoning the 4.73-acre property at 1100 Banyan Boulevard from Commercial Planned Development (CPD) to Clear Lake District 25 (CLD-25). "Our request tonight is for a rezoning from the CPD to the CLD 25," Ramsey said, and noted the site currently contains approximately 73,000 square feet of television studio space and that CPDs in the downtown are considered obsolete under current regulations.
Claudia Evans, the city's urban designer, told the board that staff reviewed the application against section 94-32 of the zoning and land development regulations and found it consistent with the Downtown Master Plan and applicable standards. Evans said the property owner has not submitted a site plan; staff recommended approval with a condition that the applicant submit a traffic study and receive the city traffic engineer's approval prior to scheduling the City Commission hearing.
Board members asked whether the rezoning aligned with the longer-term vision for the transit-oriented area near the bus terminal and how the proposed zoning would affect future redevelopment. Evans said moving from a planned development to CLD-25 would align the property with downtown zoning and building-height expectations and that any future development would proceed through the normal site-plan and public-hearing process.
A board member moved to recommend approval, the motion was seconded, and the board voted unanimously to forward the recommendation to the City Commission, subject to the staff condition requiring a traffic analysis. The item will be scheduled for the Commission in January.
