LaSalle County highway staff presented and the board approved several administrative and capital items at the meeting, including a roadway transfer, salary funding, HSIP-backed shoulder projects and a construction contract recommendation.
Staff introduced Resolution 25-30 to transfer 0.94 miles of County Highway 20 (Champlain Street) from the county system to the City of Ottawa; staff said the city had passed an ordinance accepting the transfer but that the transfer requires Illinois Department of Transportation (IDOT) sign-off before it is final. The board called for approval and members voted 'Aye.'
The board also approved Resolution 25-31, which authorizes county appropriation for the South County engineer’s 2026 salary. Staff reported the recommended salary at about $163,000 and that 50% of that amount ($81,500) would be authorized to IDOT via Surface Transportation Program funds.
On capital projects, staff reported two successful Highway Safety Improvement Program (HSIP) applications. One HSIP award is $473,375 for County Highway 29 (Kingley to Route 18) to add stabilized shoulders and long rumble strips; the other award fund will support shoulder work on a road recorded in the meeting as "Deepenet Road." Staff said the overall project package will likely cost about $6–7 million, with $2.4 million in HSIP funds and approximately $600,000 of local Surface Transportation (STR) allotments allocated to the projects; staff said roadway work is expected in calendar year 2028 after environmental and permitting reviews.
The meeting included a bid opening for Section 23-27852 (East 24th Road over Otter Creek) using the Quest online bidding system. Several bids were read into the record. Staff recommended awarding the contract to the low qualified bidder identified in the meeting record as "deconstruction" for $306,004.14 and asked the board for a motion; the board approved the recommendation at the meeting.
Staff explained the Quest online bidding system’s security features and said the county will try to display bidder information on a screen at future meetings. Department reports that followed described fleet counts and staffing updates (new maintainers starting Nov. 24 and current vacancies) and progress on bridge projects in Allen Township and Streeter.
