The Prescott City Council on Nov. 18 adopted a package of ordinances that update the city code to incorporate the 2024 International Code family and related standards, approved a new restaurant liquor license and adopted its 2026 meeting calendar.
City Clerk (speaker 8) read a lengthy set of ordinance and resolution titles, including ordinance number 2025-1914 and associated resolutions, noting the package amends multiple Prescott City Code titles covering water, wastewater, transportation and a set of code adoptions tied to the 2024 International Building, Mechanical, Plumbing, Fuel Gas and Residential codes and the 2023 edition of NFPA 70 (National Electrical Code). City Manager Dylan Kimball moved to approve the consent ordinances, a second was given, and the package passed unanimously (6–0). The clerk and staff described those items as part of the city’s code adoption process; the ordinances include severability clauses and penalties where provided.
Separately, the council opened a public hearing on a new series 12 restaurant liquor license application from Jessica Hagerty for Milo's (520 W. Sheldon St.). Staff advised that the application fee had been paid, the required notice posted for 20 days and "staff has reviewed the application and determined that it is in compliance and no public comments have been received," the clerk stated. The applicant (listed on the agenda as Jessica Hagerty) said she owns Grandma's Bakery and recently purchased The Local (now Milo's), described plans to offer made-from-scratch food and brunch cocktails, and thanked the council. A motion to close the hearing was passed unanimously and the council voted 6–0 to approve liquor license application number 357885.
Other routine business passed without dissent: the council approved subcommittee rosters for water issues and appointments (two-year terms ending Nov. 30, 2027) and adopted the 2026 council calendar. Mayor Rusing noted planned meeting breaks: a spring break (March 10–April 14), a summer break (July 14–Aug. 1) and a holiday break beginning Dec. 22; the calendar was adopted 6–0.
All formal motions and votes recorded in the meeting were unanimous among those present; one council member was excused for the session. No contested hearings or divided votes were recorded.
