Council members on (the) Fairport Harbor Village Council heard a detailed presentation from local insurance agents and representatives of the Public Entities Pool of Ohio (PEP) on potential property and casualty coverage and employee benefits during their regular meeting. Administrator Lucas told council the village had received multiple quotes and recommended switching employee health coverage to Anthem’s Whole Health Connection with an estimated 2% premium increase and moving dental insurance to Anthem (raising the annual dental maximum from $1,000 to $1,500 and adding orthodontics for dependents under 18).
Rob, a marketing agent for the PEP program, described the pool as an intergovernmental risk-sharing arrangement that began with four municipalities and now covers roughly 700 members in Ohio. He said the pool retains $250,000 to $500,000 per claim and obtains facultative reinsurance above those retention levels; Cedric Risk Services provides third-party administration and actuarial services. Rob also noted the PEP Safety Plus grant, which gives a $1,000 safety-purchase credit to new members joining near year-end.
Council members asked specific questions about coverage mechanics. In response to whether the pool could provide faithful-performance protection in lieu of bonds, presenters said that faithful-performance coverage was not included in the initial quote but could be added and that they would supply an updated quote before the special meeting. Council also sought confirmation that the carrier would provide prior-acts coverage so that past incidents would be covered under a new claims-made policy; presenters confirmed prior-acts coverage had been maintained back to earlier carriers and that staff believed it extended to 2014 for recent transitions.
Lucas said staff will present the intergovernmental agreement with PEP as a first-read resolution at the special Friday meeting so council can vote after receiving the additional faithful-performance quote. No binding change of carrier or insurance policy occurred at this meeting; council discussion focused on clarifying the package components and potential budgetary impacts of joining the pool.
The council’s next step is to review the updated quote and consider the resolution at the scheduled special meeting. If approved, the village would enter an intergovernmental agreement with PEP and adjust employee benefits per the packet recommendations.
