The Sandrock Ridge Riders ATV Club told the Millard County Commission it purchased a 3‑acre parcel intended as a trailhead staging area and asked whether the county would accept title to the property if the club dissolved — a contingency the grant committee requires when public‑use grants are awarded.
"I'm David Nixon, president of the Sandrock Ridge Riders' ATV Club," the club president told the commission, saying most of the purchase was paid with an OHV grant and that the deed is recorded. He said the club has cleared trees and brush, plans to gravel the site, install a vault toilet and place a log barrier, and that club volunteers contributed more than 700 hours this year on trails and staging‑area work.
Commissioners expressed support for the staging‑area concept but repeatedly asked for the grant agreement and any legal paperwork so staff could review liability and grant obligations. One county staffer asked whether the county would inherit grant responsibilities if the club dissolved before grant conditions were met; officials said they needed to know the terms before committing. County staff asked the club to provide the grant documents and contact information for the grant committee’s attorney so staff could research recorded easements and the obligations tied to the grant.
The commission did not act on the request at the meeting because the matter was not on the agenda for approval. Commissioners instructed staff to place the item on the Dec. 2 agenda after reviewing the paperwork and preparing cost and scope estimates for any county work (grading, gravel, drainage).
