The Rio Del City Council unanimously adopted an ordinance restricting where certain commercial freight vehicles may park on city streets and establishing a permit system for short-term residential parking.
City Manager (unnamed) summarized the measure as an attempt to address ‘‘the issue of commercial truck parking in Bridal’’ that has raised concerns about infrastructure, traffic safety and neighborhood impacts. The ordinance adds definitions for commercial freight vehicles and trailers, creates a permit program for residential-street parking, and calls for signage on affected streets; Wildwood Avenue would be limited to two hours for the specified vehicles.
Councilmember questions focused on enforcement and timing. The council was told that, under state law, restricted areas must be ‘‘appropriately signed’’ to be enforceable. The City Manager said the city would try a cooperative approach with truck drivers and indicated some existing signs could be reused while new signs are procured.
The ordinance includes statutory exemptions for delivery vehicles, vehicles used in active construction with a valid building permit, and emergency vehicles. It also allows permits to be transferable in limited circumstances, for example when a rental truck is used while an owner’s primary vehicle is under repair.
The council voted to adopt the ordinance (motion and second recorded on the public record); the vote was 5–0. The ordinance becomes effective after required notice and any local posting timelines, and the council directed staff to proceed with signage and outreach to affected residents and truck drivers.
Next steps: staff will place signage, finalize permit forms and return to council if language changes are needed following initial implementation.
