The chair summarized the outcome: update‑to‑actuals due Dec. 18, 2025; staff, OPC and intervenor direct testimony due Jan. 30, 2026; rebuttal due March 11, 2026; surrebuttal April 16, 2026; evidentiary hearings to start April 27, 2026 and run through May 1, 2026 with two spare days (May 4–5) if needed; opening briefs due June 2, 2026 and reply briefs due June 17, 2026; and an anticipated order date in October 2026.
Parties sought clarifications: OPC and AOBA pushed for an earlier update‑to‑actuals date (Nov. 26–Dec. 1 alternatives) because they said a Dec. 24 or later target would force work over the holidays; PEPCO said it needed sufficient time after quarter close to validate data and originally proposed Dec. 24 before offering Dec. 18. PEPCO also agreed to identify sponsoring witnesses for its data responses to assist cross‑examination.
The commission also directed that testimony be filed as searchable, separate PDF documents rather than one large file and that PEPCO provide live Excel workpapers with filings within two business days (PEPCO had sought up to five days but agreed to two days on the record). Staff asked for an April 23 comparison chart in advance of hearings; the commission accommodated that request. The schedule preserves parties’ rights to seek modifications if necessary as the record develops.
