The Temple Terrace Community Redevelopment Agency on Nov. 18 voted to advance a site plan for redevelopment of a quick‑service restaurant at 5302 East Busch Boulevard to the City Council for final consideration.
Senior planner Livingstone told the board the current structure would be demolished and replaced with a 1,570‑square‑foot Dunkin' Donuts configured for drive‑through only. Livingstone said planning commission staff reviewed the plan and found it consistent with the city's comprehensive plan. Staff asked the CRA board to approve advancing the site plan to city council, where two CRA waivers associated with the request will be addressed.
Patricia Ortiz, the petitioner, told the board, 'Alyssa has done a great job in putting together the staff report,' and said she would answer questions if needed but did not offer a formal presentation. Board members raised traffic and safety questions, including concern about short stacking distances and turning radii for vehicles entering from Busch Boulevard.
On the record, Ortiz said the project team had obtained FDOT review and permits and quoted the permit condition: 'The approval is contingent on a 2 year review of traffic crashes associated with this exit.' She said that if crash rates associated with the exit increase, 'the developer will have to go back to the DOT to work out a potential solution which could include closing that driveway.' Planning staff also said the city's engineer reviewed the site plan and found it compliant with city code.
A board member moved to advance the site plan to council; the motion was seconded and the board voted in favor with no nays. The item will appear on the City Council agenda for consideration that evening.
Next steps: the city council will consider the site plan and the two CRA waivers; if the council approves the waivers and the site plan, the petitioner may proceed subject to any conditions the council or permitting agencies impose.
