At its Nov. 18 meeting the Finance Committee reviewed and recommended a set of staff-recommended contracts, grant applications and bids for council consideration Monday.
Parks and grants: Economic Resource Administrator Renee Smith presented a Land and Water Conservation Fund application to reconstruct the primary pathway at the Cheyenne Botanic Gardens in Lions Park. She listed a project cost of $765,630 and described irrigation, edging and accessibility improvements; the committee recommended forwarding the application.
Social services and public safety: Public Works staff presented a proposed agreement with Safe Harbor (Children's Justice Center) for up to $20,000 to support forensic interviews for Cheyenne Police Department cases; Lynn Heiler described 40 interviews provided in 2024 and mobile interview capabilities in schools. The committee also recommended a contract with Volunteers of America Northern Rockies (Harmony House) for social detox services in the amount of $136,875; Heidi McNeil described 233 community members served in the prior year and the addition of services for adult females.
Senior services: Staff corrected a scrivener's error in the named recipient for an agreement supporting the Laramie County Senior Services Activity Center. Executive Director Katie Brady described substantial program growth since July (1,239 new applications since July; more than 2,000 meals per month). The committee recommended approval in an amount not to exceed $100,000.
Solid-waste/computing plan: Sam Quattrini presented an RFP award to HDR Engineering to prepare a compost operations plan (scope: operations review, environmental compliance, marketability, fire risk) for up to $93,580 from the solid waste fund. Committee members asked for a breakdown of proposed travel and site-visit hours; one member opposed the recommendation pending that detail.
Equipment and surplus: The committee recommended accepting a $30,030 bid from Black Rain Ordinance Inc. for the surplus sale of 203 evidence firearms, and recommended acceptance of a bid from L.L. Johnson to furnish three fairway mowers (funded from the golf capital improvement fund) as presented.
All of these items were forwarded as committee recommendations for the full City Council meeting on Monday.
