LaRhonda Jones, speaking on behalf of her family and allies, urged the newly seated council majority to take action in the case of Kylan Lewis and criticized past council behavior toward grieving families. Jones described earlier meetings and recounted that at a June 9 council meeting "a motion was moved and passed with 7 yeses and 3 noes," saying the earlier council majority had failed to show compassion and that community members had been labeled and silenced.
Shardina Lewis, Kylan's grandmother, said she and the family viewed police footage and described Kylan having his hands raised while holding a cell phone when an officer shot him in the abdomen. "He got out the car and he has his cell phone over here in his hands," she said, and later: "They said put your hand he put his hands up and he said, I don't have anything." She asked why officers shot him instead of using nonlethal options and said the family expects accountability through the courts and from elected officials.
Several speakers and organizations (for example, a representative of the Denver Aurora Community Action Committee) asked the council to keep victims' names and the demand for accountability present in council deliberations and to pursue meaningful oversight of police conduct. The public-comment portion of the transcript records emotional testimony and public pressure but does not record a staff report, a council directive to staff or a formal council vote on policing policy in this session.
