The Boone County Drainage Board on Nov. 17 approved two development-related projects after hearing presentations from Christopher Burke Engineering.
"Good morning. Cara Daley with Christopher Burke Engineering," Cara Daley said before describing the first project, the Whitestown Speedway: a convenience store and fueling station at the northwest corner of County Road 450 East and Albert White Drive. Daley told the board the development area is about 5.2 acres of an 11.8-acre site, will include a detention basin that drains north to Fishback Creek, and will incorporate a small area of floodplain compensation. She said the plans and calculations meet the stormwater ordinance and standards, with a few minor plan issues the designer is still addressing. The board voted to approve the project subject to final review by Burke Engineering and the surveyor's office.
Daley then presented the Bills on Main / Mills On Main public-infrastructure work, which supports a roughly 15-acre multifamily residential development east of Main Street, north of the Cottages of Bridal Oaks and the Meadows On Main. She said the public-infrastructure portion includes a roadway that will connect Main Street to Albert White Drive and that drainage for the roadway has been accounted for; detention basins were sized to direct runoff as designed. The board moved and voted to approve the Mills On Main infrastructure packages.
Daley noted the Tom Wood Auto project remains under design review and was not ready for approval; staff said it will return to the board at a future meeting.
The approvals were made with conditions requiring final technical and surveyor reviews to ensure compliance with stormwater and surveying standards. The board’s actions clear the way for the developers to complete final design and construction permitting steps.
What happens next: Staff will complete the final engineering and survey reviews required by the approvals; the projects remain subject to any outstanding minor plan issues Daley said are still being addressed.
