The commission approved an interim employment agreement on Nov. 17 to appoint Patsy A. Moore as interim city manager beginning Nov. 18 at 12:01 a.m. and continuing through Jan. 4, 2026. Attorney Liao and city staff said the interim appointment is needed because the current manager’s last date is Nov. 18 and the incoming city manager, Malcolm Hankins, will start Jan. 5.

Attorney Liao said the agreement terms were negotiated with Ms. Moore and the chief financial officer for convenience and clarity; the mayor and other commissioners publicly thanked Moore for stepping in during the transition and holiday season. Vice Mayor Duncan moved approval and Commissioner Slabey seconded; Clerk Borley called the roll and the motion passed unanimously.

What’s next: Moore will assume interim responsibilities immediately following the interpretation of the contract start time; staff will continue work on onboarding the incoming manager, who is scheduled to begin on Jan. 5, 2026.
