ZIONSVILLE, Ind. — The Zionsville Redevelopment Commission on Nov. 18 approved its 2026 budget and spending plan, tabled a term sheet for Lot 1 in Creekside Corporate Park to next month and received its annual tax-increment financing (TIF) report.
Tim Berry of CROW presented the TIF report, telling commissioners that “what is important to note here is, the coming expiration date of the Zionsville EDA. Currently, that is set to expire 05/08/2030.” Berry reviewed allocation areas, outstanding RDC debt and a five-year outlook that factors in several near-term projects. He said the commission can expect significant growth in the Creekside TIF as new projects come online and noted that Senate Enrolled Act 1 “is expected to reduce assessed values on residential property,” a change that could affect tax rates and TIF revenues.
The commission also heard from the director about an upcoming groundbreaking: “Intelligent Living Solutions for Lot 9 will be having a groundbreaking,” the director said, adding that the date may shift with weather and will be announced once finalized.
On routine business, the commission approved the consent agenda, which included the monthly report, the TIF report materials, adoption of the Oct. 28 meeting minutes and claims. The voice motion to approve carried with no opposition recorded.
Commissioners moved to table the Creekside Corporate Park Lot 1 term sheet while negotiations continue; that motion passed by voice vote and the item will return at the next meeting. Staff and commissioners discussed beginning planning now for the Zionsville EDA expiration and agreed to incorporate that planning into the RDC’s five-year outlook, with a formal review anticipated in March.
Staff reported only clerical changes to the previously presented 2026 budget, chiefly schedule adjustments to align debt-service payments with Department of Local Government Finance (DLGF) requirements. The commission approved the RDC’s 2026 budget and the 2026 spending plan, both by voice vote; no opposition was recorded.
Other business included brief committee updates: the finance committee reviewed claims and the budget, and the governance committee said it will prepare goals and objectives for 2026. The commission adjourned after a final voice vote.
Next steps: the Creekside Lot 1 term sheet will be brought back for action at a future meeting; staff will include planning for the Zionsville EDA expiration in the March five-year outlook.
