Senior planner Kyle Abbott presented a use permit request for a 1.48‑acre site within the Walmart Supercenter parking lot near the northwest corner of West Roosevelt Street and Australia Parkway. The proposal calls for a 1,500‑square‑foot convenience store with underground fuel tanks and a 6,200‑square‑foot canopy serving up to 10 fuel pumps.
Staff said the existing Walmart property provides 947 parking spaces; the project would reduce spaces to 819 but would still exceed the required 682 spaces for the combined uses. A traffic study determined a signal is warranted at the primary Roosevelt driveway; medians and circulation islands would be revised to mitigate stacking and internal blocking.
Several residents expressed concerns about parking, circulation and safety within the Walmart lot. Applicant representatives and staff described the proposed ingress/egress patterns, the planned traffic signal and internal circulation changes. Multiple council members welcomed the proposed signal, said they hoped the developer‑funded improvements would mitigate safety risks, and noted Walmart gas tends to be competitively priced.
Council voted unanimously to approve the conditional use permit (7–0). Staff said the development will be required to complete the signal and associated roadway modifications as part of the permitting process.
