City Engineer Steve Cinto and Senior Project Manager Alan presented the Camelback Road widening project (CIP #42038), a roughly 2.7‑mile project that will add two lanes each way (ultimately a three‑lane cross‑section in the long term), left/right turn lane improvements, traffic signals, stormwater improvements, sidewalks, landscaping and a bike lane. Total project construction costs are roughly estimated at $30 million.
Staff explained the city’s cost‑recovery process under chapter 24 of the municipal code: the city may front construction costs and later recover allocated shares from benefited parcels when they develop. Four impacted parcels were identified in the presentation. The city’s opinion of maximum probable cost allocated across those parcels is approximately $13.5 million; the actual recoverable amounts will be determined after bidding and completion.
Council asked for clarifications about the project limits (Goodyear’s south side only), coordination with Glendale and Litchfield Park and whether the cost of certain improvements would be developer‑driven. Staff said coordination with neighboring jurisdictions would continue and that some north‑side improvements are the responsibility of Glendale or private development.
Council adopted Resolution 2025‑2494 establishing the special public improvement project area and authorizing cost recovery; the vote was unanimous (7–0). Staff said notice and public‑engagement steps required by ordinance had been completed and that affected property owners had been provided preliminary maximum probable costs.
Staff noted future steps: final design, procurement, construction, and notification of actual assessed costs to parcel owners after construction completion.
