City Attorney Royce Massey presented a letter of intent with RG Land Developers (a Red Development and Globe Development partnership) to facilitate acquisition and construction of a public parking garage east of the civic complex at the GSQ site. Under the LOI, Globe/Red would donate the land; the city would fund construction and own and operate the garage; RG Land would manage construction and be reimbursed for certain predesign costs (up to $500,000).
The proposed garage would provide about 600 spaces and include a roughly 1,500‑square‑foot public‑safety substation. Staff estimated a conservative construction cost of about $25,000 per space (~$15 million), excluding plaza and public‑safety substation costs. Globe/Red would share ongoing operations costs 50/50 with the city.
Council asked about economic opportunity costs, signage and public‑safety visibility; staff said the LOI preserves city ownership and public operations. Council voted to approve the letter of intent and directed staff to continue drafting definitive development agreements and designs for later return to council. The LOI vote was 7–0.
