City Manager Moore reported Nov. 18 that the city has closed a $148,000,000 revenue bond issue tied to development and construction of a new water treatment plant, and that Bank of America Securities—acting as underwriter—presented a commemorative token to the city.

Moore said construction recommendation items, including guaranteed maximum price information, will be presented to the commission at the Dec. 8 meeting so members can finalize groundbreaking plans shortly thereafter. He framed the bond closing as a key financing milestone that enables the city to proceed with site work and procurement steps.

In the same update Moore and staff described concurrent waterfront efforts: a phased pavilion rebuild (316 stainless components replacement) delayed by supply-chain issues, planned Florida Department of Transportation roadway resurfacing, and a city beach renourishment project with an anticipated kickoff in the coming months that will accommodate turtle nesting concerns. Moore apologized for any inconvenience caused by timing changes and asked for stakeholder patience during concurrent projects.

Staff also reported a localized infrastructure repair: a backflow prevention device on Bridal Lane was replaced on Nov. 13, 2025, and a follow-up inspection confirmed functionality that staff said should alleviate prior flooding complaints in that immediate area.

Commissioners acknowledged the updates and asked staff to continue timely public communication; staff indicated construction recommendation items and related implementation details will appear on the Dec. 8 agenda.
