The rules committee reviewed a package of items including a fireworks ordinance, a trash-ordinance rewrite, the holiday schedule and committee assignments.

Fireworks: The committee discussed a mayoral-drafted fireworks ordinance that would ban fireworks within 500 feet of parks. Several members raised enforcement and scope concerns, saying the 500-foot buffer would cover large residential areas and be an enforcement burden for police and event organizers. After discussion the chair (Speaker 7) tabled the proposal for redrafting with staff to clarify definitions and enforcement mechanisms.

Trash ordinance: Speaker 2 presented a rewrite intended to bring the city's process into closer alignment with state guidance and shorten the cleanup timeline from 30–40 days to 10 days. The rewrite shifts collection of fines and fees to the police department to reduce clerical burdens and envisions converting door-hanger notices into an English-language printed notice taped to doors that includes a QR code linking to the city’s code-enforcement webpage (the page includes a translate button). Committee members confirmed the ordinance will require the usual public notice and two readings before adoption.

Holiday schedule and assignments: Committee members reviewed next year’s holiday list and agreed to remove Monday, Dec. 28, reducing next year's holidays from 15 to 14. The committee also reviewed council committee assignments and reappointed members; Speaker 3 nominated Dave to continue as council president and members accepted the nomination by consensus.

Next steps: the fireworks ordinance will be reworked and returned to committee; the trash ordinance was forwarded for council readings with required public notice; the revised holiday schedule and committee assignments will be included with upcoming council materials.
