The Town of Southborough Library Trustees voted on Nov. 17 to adopt an updated wireless hotspot circulation policy that clarifies fines, loan periods and household-use rules after staff reported recurring practical issues.

Ryan introduced the changes, saying the board had not reviewed the policy in three years and that several real situations motivated the clarifications. The adopted changes include a $5 fine when a hotspot is returned in the book drop and a requirement that a patron who returns a hotspot on behalf of another household member may be subject to a 24-hour wait before checking out another unit to prevent rapid repeat checkouts under different cards.

Loan terms and fees were restated: hotspots carry a three-week loan period; the policy uses existing overdue/lost-item processes (Ryan cited a maximum late fee of $100) and a replacement fee (discussed in the meeting as $120). Ryan gave an example where combined late and replacement charges for a never-returned hotspot totaled $228.

Janet moved to adopt the updated policy; Mary seconded. Trustees voted in favor and the motion passed.

What happens next: The policy takes effect immediately; staff will enforce the new return and household rules and apply the stated fines and replacement charges when appropriate.
