The Tiffin City Council voted unanimously Nov. 17 to pass an amended 2025 budget ordinance that appropriates additional funds into city departments to cover higher insurance costs and to pay for an unplanned fire engine repair.
Finance Director Jill Lindhorst told the council the package includes two $250 donations from the Tractor Supply Company Foundation, a $50,000 appropriation to the fire department for repairs to a roughly 20‑year‑old Seagrave fire engine and increases to liability and cybersecurity insurance lines. "To the general fund, dollars 17,000 to the street maintenance fund," Lindhorst said while outlining the adjustments.
Councilor Kevin Reisner moved to amend the ordinance to increase one general‑fund line from $5,500 to $17,000 and to correct an account number; Councilor John Hayes seconded. After brief discussion the council suspended the three‑reading rule and passed the amended ordinance by roll call, 7–0. Reisner noted the amendment covers a mix of insurance expense increases and one‑time donations so the recently completed fire repairs could be paid promptly.
Why it matters: Councilors said the insurance increase (Lindhorst described it as roughly a 15% rise in liability premiums for this year) and the unplanned engine repairs created an immediate cash need. Passing the amendment under suspension lets the city pay vendors and insurers without delay.
