The Trinity County Board of Supervisors convened at 1 p.m. Monday, Nov. 17, then immediately adjourned into closed session to discuss a public employee appointment for the County Administrative Officer (CAO), the meeting record shows.
An unidentified meeting official read the agenda item as “A1 — Board of Supervisors, Government Code, Section 549545E. Public appointment. Public employee appointment. CAO,” announcing the legal basis for the closed session. The official then asked whether there were any public comments either in the room or on Zoom and reported there were none.
Supervisor Lutweiler recited the pledge of allegiance before the board moved to private session. “I pledge allegiance to the flag, United States of America, to the Republic for which it stands,” Lutweiler said during the ceremonial opening.
After confirming no public comment, the chair stated, “We are adjourned. We will begin closed session.” The board’s open meeting concluded at that point; the public record in this transcript shows no further action or announcement about the appointment in open session.
Because closed sessions concerning public employee appointments are exempt from public disclosure while in progress under the cited Government Code provision, any deliberations and decisions made in private were not included in the public transcript. If the board takes a reportable public action following the closed session, it must be disclosed in the public record per law.
