At the start of the Nov. 17 meeting, two public commenters raised issues the board said they would track.
Becky Dickerhoof, identified in the record as from Spokane City, told commissioners the federal Continuum of Care (CoC) notice of funding opportunity (NOFO) for 2026 "cut funding by half" and said the change would put every Spokane County resident who relies on CoC assistance at increased risk of returning to homelessness. She urged the board to consider using the county's authority under RCW 82.14.530 (the commonly called "15/90" tax option) to generate local funding for housing, and described that statute's requirement that at least 60% of revenues be used for construction of housing, with the balance for operations and related services.
Jared Newenhouse, senior manager of local government relations for Ziply Fiber, asked commissioners to move forward on a franchise agreement the company submitted May 5, 2025. Newenhouse said Ziply's engineering is complete, crews are mobilized and capital is in place, but the company is at a standstill "awaiting approval of our franchise agreement" and has not received confirmation that the application is complete.
Neither public comment item generated immediate board action at the Nov. 17 meeting; commissioners thanked the speakers and proceeded to their agenda items. Both items were recorded in the public-comment portion of the minutes and can be tracked as requests for follow-up by staff.
