Several speakers during the public comment period on Nov. 17 asked the council to provide clearer financial information to Roanoke City Public Schools and to explain why a reappropriation line item was removed from the meeting agenda.
Rebecca Murphy, a PTA board member and parent, said a line item tied to RCPS capital funds reappropriation was deleted from the agenda and asked "Why is that?" She asked the council to disclose the amount of 'true up' funds (surplus tax revenue shared with the schools) so the school system can create a budget. "Transparency is something that this council has emphasized and I would love to see that now on a more positive note," Murphy said.
Emily Casey referenced reporting on a PFM study commissioned by the city, arguing the consultant did not adequately adjust for inflation and omitted the rising needs of students. Casey cited increases the district has seen — "over 1,100 more English learners than we did 10 years ago" (about a 110% increase) and a 28% rise in students experiencing homelessness — and said that, after accounting for service reimbursements that the schools now pay to the city, the schools should retain and allocate an estimated $17.5 million she said is being counted in the district’s finances.
Why it matters: Speakers framed the issue as one of budget timing and affordability for school operations and capital projects. School representatives have said timely disclosure of 'true up' funds is needed for RCPS to complete their budget process.
Council response and next steps: Mayor and staff encouraged speakers to meet with deputy city managers to share details. City staff indicated the matter will be referred to the city manager for response and further follow‑up with RCPS leadership so the schools can have the information needed for budgeting.
