The Johnson County Board of Commissioners met on Nov. 17 and approved a series of routine and substantive items, including the adoption of Ordinance 2025-0-13 amending Title 35 of the county code and the reappointment of Dr. Qualls as county health officer.

Betsy Swearingen, director of the Johnson County Health Department, told the board, “I'm here, just to ask for the reappointment of, doctor Qualls to the health officer position.” Unidentified Speaker 2 moved to reappoint Dr. Qualls; after a second the motion passed by voice vote.

Earlier in the meeting the board adopted the consent agenda, which the chair described as covering annual agreements, the juvenile detention center contract and an assessor contract naming attorney Dustin Eddleston, minutes and ratifications of executive sessions. Unidentified Speaker 1 moved to approve the consent agenda; following a second the motion carried by voice vote.

The board also accepted a procurement action pursuant to IC 30-1-12-5 for the purchase of electronic poll books. Unidentified Speaker 1 introduced the item and the board approved the purchase after a motion and second.

The board recorded the second reading and passage of Ordinance 2025-0-13, described by the chair as an amendment to Title 35 of the Johnson County Code of Ordinances; the motion to approve carried by voice vote.

The meeting concluded with routine claims and approval votes and a motion to adjourn. The board noted no further public hearings or votes on the ordinance during this session.
