At its Nov. 17 meeting the Harlem UD 122 board approved the consent agenda, including acceptance of bills and payroll, several vendor agreements, and a resolution authorizing remaining bond proceeds to be used for life-safety, energy-conservation and school security projects.
The assistant superintendent for business reported total payables of $1,887,342.52 and two payroll runs totaling $6,629,151.37, for combined expenditures of $8,516,493.89. He provided a fund-by-fund breakdown: education fund $6,981,963.50; operations and maintenance $389,614.23; transportation $363,243.11; Iowa social security fund $255,807.38; capital projects $177,752.25; life safety fund $348,113.42.
The board approved a resolution authorizing remaining bond proceeds (amount noted in the presentation as $3,200,000) to be used for fire prevention, safety, energy conservation and school security purposes, including consideration of a new boiler and fire alarm at Harlem High School. The board also approved an independent-contractor agreement to provide tutoring services for students who attend Concordia Lutheran School; the agenda item listed the total amount as $8,100 paid with ESEA Title I funds, but the clerk later read a different amount ($88,100) when moving the motion. That numeric discrepancy appears in the transcript and should be clarified in official minutes or contract documents.
Other approved procurements and delegations included:
- Thayer Energy Solutions: lighting upgrades in several Harlem High School facilities for $18,634.59 with an estimated annual savings of $15,219.
- Formative: professional development for (district) staff on Jan. 5, 2026, for $4,200 paid with Title II funds.
- OpenSciEd ECA science kits for middle and high school science departments: $14,481.60 paid with Title IV funds.
- Delegation to the assistant superintendent for business and operations to solicit bids and lock electricity rates if advantageous; staff noted community solar and behind-the-meter solar could affect calculations.
Board members moved and seconded the motions; voice votes were recorded as 'Aye' and meeting minutes show the motions passed. The personnel agenda and addendum were also approved; Dr. Shelly Wagner reported 12 resignations, 3 transfers and a request to add one Level B paraprofessional for the PupLab program to meet IEP needs.
The board set the next committee-of-the-whole meeting for Dec. 10, 2025 and the next regular board meeting for Dec. 15, 2025, then adjourned by voice vote.
What to watch: the district will post the full utilization proposal and boundary maps online and schedule public hearings in December to solicit input on Scenario 7 before any additional board action or contract finalizations are taken.
