The Oak Park City Council approved a package of fiscal and construction items during Tuesday’s meeting.
Using the prior year’s CDBG entitlement of $122,359 as a placeholder (final 2026 entitlement to be known in January), the council approved a staff recommendation to allocate $104,005.15 to code enforcement and $18,353.85 (15%) to senior yard services; staff noted the 15% cap reflected federal/regional limits and that earlier allocations had been higher.
Director Sandra Crawford presented Budget Amendment 2026‑1 to roll over unspent FY24‑25 capital projects, record additional Act 51 revenue for local streets, create a HUB construction fund and adjust several special revenue and enterprise funds; staff said the general fund balance remains about 17% of annual expenditures. Council approved the resolution by roll call.
Council approved payment of legal invoices (Garrin Luca Miller, PC, $15,272.86; Dzick Faber Kaplan $6,500) and the Event Hub Pay Application No. 5 and Change Order No. 3 in the amount of $720,050.09 for work through Oct. 31, 2025; staff said the Event Hub is roughly 35–40% complete and remains on budget.
The council added and approved an award for consultant services to update the city master plan. After a seven‑proposal selection process, council awarded the work to Giffels Webster for $69,885; staff said the state requires a five‑year master plan update and the new plan must include a housing element, and that the Redevelopment Ready Program grant will cover 75% of the cost with a local match required.
All these items passed by roll call without recorded dissents.
