The Board of Works approved final acceptance of water, sanitary sewer, storm sewer and streets for the privately funded Elkhart East Area A development. City Engineer Jeff Schafer said the developer will be reimbursed by the County Redevelopment Commission and that as-builts and the final walkthrough are complete; the site is located north of County Road 4 and west of County Road 17 on the city’s extreme northeast corner.

On city facilities, the board approved a preventative maintenance agreement with C and L Corporation for the City Hall HVAC system with costs not to exceed $39,746. DLZ mechanical engineer Joseph Torti said the construction portion of the HVAC project is in closeout, with testing and balancing remaining as part of project completion. The board also approved a change order decreasing the HVAC construction contract by $39,746 so funds could move into the preventative maintenance agreement.

Public Works updated the board on the SALT (storage and loading transfer) facility: a $4,894.40 change order brings the contract to $1,353,583.39. Schafer said the design-build approach worked well for this vendor, that the project is one week behind schedule but substantially complete, and that initial salt deliveries and moves from existing storage are expected in early December.

Each item was approved by voice vote; the board directed buildings and grounds to manage the HVAC preventative maintenance process and to report back if they decide to continue with the contractor after the 18-month period.

The board also approved a small corrective change order that decreases the City Hall HVAC contract, reallocating unused allowance funds to preventative maintenance.
