The Johnston County Board of Commissioners on Nov. 17 authorized staff to release a request for qualifications to conduct a feasibility study for the county‑owned Johnston County Livestock Arena, a 1970s facility near County Home Road.
Bryant Spivey told the board the arena sits on roughly 10 acres near the county landfill and wastewater treatment plant and hosts a wide range of events, from small 4‑H meetings to youth livestock shows that can draw 200–500 people. "This building...is really still in good condition," Spivey said, but he and extension staff said the surrounding uses and access create traffic challenges and the county should study whether to repair, repurpose or build a different footprint.
Dan Wells, the county livestock extension agent, said the arena has about 110 calendar dates scheduled annually and described regular producer‑education events and youth activities. Spivey noted potential grant opportunities including the Golden Leaf Foundation and said staff have budgeted funds to begin a feasibility process and planned to issue an RFQ to identify a consultant.
Commissioners discussed whether the study should include the existing facility’s continued functionality and whether any repurposing would dovetail with other county needs. The board approved the request to release the RFQ by voice vote.
What’s next: Staff will release an RFQ and return with study proposals and cost estimates; the feasibility study will determine potential locations, footprints and funding pathways, including grant opportunities.
